6/24/08 Driveway Permit Comments from City Engineer, Mark L. Loethen, P.E.
1. Bissonnet is a designated major collector. At-grade loading dock
access from Bissonet will not be permitted for back-in or back-out condition
for trucks that will restrict traffic lanes on Bissonnet (with or without
field observer). Applicant may consider pull thru loading with entrance on
Bissonnet, exit on Ashby or visa versa.
2. Construction drawings for infrastructure improvements within the
public right-of-way must be submitted to 611 Walker, 1st floor for review by
the Office of the City Engineer. Proposed plans for left turn lane on
Bissonnet are not approved and will not be reviewed through Code Enforcement.
3. As previously requested, provide technical information on stacking
length dimensions for Bissonnet relative to peak hour turning movements (WB
Bissonnet to SB Ashby) for proposed condition. Assertion of "should avoid
any material traffic issue" is not technically based or supported.
4. As previously requested, trip generation rates proposed versus actual
traffic counts on Bissonnet during peak hour period are of concern. Provide
technical information (industry criteria or standards) that support use of
10% transit usage in the analysis and that a 5% increase in traffic on
Bissonnet is considered "minimal".
